Why Does Scotch Tape Make Frosted Glass Transprent?

So I found this on digg.com, I was impressed at first. But then I went through the attached comments and some creative thinking from many users actually fits science quite well.

So to save everyone the trouble I went ahead and put together some illustrations.

The Question:

The most common user answer I found was this,

"Not that strange if you understand how the universe works. You could see through with the tape... Because it provides a clean surface that doesn't refract the light the way a frosted surface does."
